Attend either a 1-day carbon workshop or 2-day carbon course, where you will learn how to use the Carbon & Emissions Recording Tool (CERT) to measure and monitor carbon emissions.
After attending the above course, your company will be provided access to CERT to get started on tracking your emissions.
Complete and submit CERT to CPLC Singapore at required intervals.

Your company can start tracking its emissions through the use of CPLC Singapore’s Carbon and Emissions Recording Tool (CERT). Developed with inputs from NEA, CERT has inbuilt formulae allowing companies to easily derive emissions information from their energy consumption, waste and transportation data.
To qualify for the LowCarbonSG Participant Logo, companies are required to submit CERT at required intervals. For the First Submission, your company will determine a six-month baseline from historical data and monitor its emissions for a further six months. During this period, your company will also be encouraged to reduce its emissions from the baseline where possible. After the CPLC Singapore team verifies your company’s data input within this First Submission, your company will be issued the LowCarbonSG Participant Logo.
For the Second Submission, companies that continue to measure their emissions for the following 12 months will be allowed to continue using the LowCarbonSG Participant Logo on an annual basis.
At the end of 18 months, companies that demonstrate emissions reduction will be issued an additional Record of Completion, which documents the emissions reduction achieved.
To obtain the LowCarbonSG Participant Logo, a company has to track their carbon emissions using CERT accurately. Once it has been verified that the data inputted in CERT is correct, the company will be issued the LowCarbonSG Participant Logo to recognise its efforts in developing the habit of being emissions-conscious.
CERT is easy to use and requires you to input easy-to-obtain data that can be found in documents like power bills and fuel invoices. If your bills are on hand, it takes no more than 1 or 2 hours a month.
If your company requires help, the CPLC Singapore team can offer personalised assistance in filling out CERT. CPLC Singapore also conducts carbon management workshops regularly to teach companies how to use CERT.
LowCarbonSG is an inclusive programme that welcomes all companies registered in Singapore, especially those new to decarbonisation.
The Carbon & Emissions Recording Tool (CERT) is a robust tool designed to help companies of varying sizes and sectors to track their Scopes 1, 2 and 3 emissions with ease.
Beyond tracking emissions, your company is highly encouraged to reduce their emissions. If your company is able to reduce their absolute emissions and/or emissions intensity, you will be awarded an additional Record of Completion which highlights your emissions reduction achievements.
After your company graduates from LowCarbonSG, you are encouraged to continue tracking your emissions and reducing them where possible. Your company is also encouraged to embark on more advanced forms of carbon footprint reporting, such as CDP, and set more advanced sustainability targets such as the Science-Based Targets.
The emissions reporting in our Carbon and Emissions Recording Tool (CERT) is aligned with international standards such as the Greenhouse Gas Protocol, but is designed for companies new to decarbonisation. By undergoing LowCarbonSG, your company will gain a better understanding of how carbon reporting works, which will be helpful for you as your company transitions towards more advanced carbon reporting standards.
